   अत : विचार के स्पष्टीकरण के लिए ? कार्यपालिका ? शब्द का प्रयोग राजनीतिक कार्यपालिका को अर्थात् मंत्रिपरिषद् को निर्दिष्ट करने हेतु किया जा सकता है , जबकि ? प्रशासन ? या ? प्रशासनिक ? का अर्थ स्थायी सेवाएं या प्रशासनिक व्यवस्था है .
